Relaxation of RFNBO Rules and Cost Reduction

During the European Hydrogen Week 2025 in Brussels, industry leaders emphasized the need for a relaxation of the European Union's renewable fuels of non-biological origin (RFNBO) regulations. Werner Ponikwar, CEO of Thyssenkrupp Nucera, stated that easing these rules could reduce hydrogen production costs by €1-2 per kilogram. Sopna Sury, COO of RWE Hydrogen Generation, echoed this sentiment, describing the current regulations as “suffocating.” The existing RFNBO rules require that renewable electricity used for hydrogen production must be generated simultaneously, which limits operational efficiency to about 50% of potential hours. Ponikwar highlighted that a more competitive production cost of €3-4 per kilogram is essential for Europe to maintain its position in the global hydrogen market.

Major Green Hydrogen Projects in Europe

Significant advancements in green hydrogen production are underway across Europe. Plug Power has delivered the first 10MW electrolyzer unit to Galp’s Sines Refinery in Portugal, marking the beginning of a 100MW green hydrogen project. This initiative aims to produce 15,000 tons of renewable hydrogen annually, replacing 20% of the refinery's grey hydrogen and reducing greenhouse gas emissions by approximately 110,000 tons per year.

In Spain, Repsol has approved a €300 million investment for a 100MW renewable hydrogen electrolyzer at its Cartagena industrial complex, expected to produce around 15,000 tons of renewable hydrogen annually by 2029. OMV AG is also advancing its 140MW electrolysis plant in Bruck an der Leitha, Austria, which will produce up to 23,000 tons of hydrogen annually, contributing to a significant reduction in carbon emissions.

Oman's Strategic Role in Hydrogen Supply

Oman is positioning itself as a key player in the global hydrogen market, participating as a ‘Country Partner’ at the European Hydrogen Week 2025. The Omani delegation, led by Minister Salim bin Nasser al Aufi, is focused on establishing hydrogen certification and infrastructure development to meet European demand. Al Aufi highlighted the challenges posed by inconsistent European standards, which complicate investment decisions for Omani producers. He called for a unified standard to facilitate project execution and ensure steady demand for hydrogen.

Baltic Sea Hydrogen Valley Initiative

The BalticSeaH2 project aims to create a large-scale cross-border hydrogen valley between Southern Finland and Estonia. This initiative seeks to enhance energy security and reduce emissions by integrating hydrogen production and usage across various sectors. The project, which began in June 2023, is co-funded by the European Union and involves 40 partners from nine countries. It is designed to demonstrate how hydrogen value chains can be scaled up and to provide a model for regional cooperation.

Challenges Ahead for the Hydrogen Economy

Despite these advancements, the European hydrogen sector faces significant challenges. A report indicates that the EU may experience a shortfall of 1.1 million tons of green hydrogen by 2030, with demand projected to reach 2.8 million tons. Industry leaders warn that without binding quotas and streamlined permitting processes, the EU risks falling short of its decarbonization goals. Additionally, infrastructure bottlenecks and high renewable energy prices could hinder the growth of domestic hydrogen production.
