British defense companies are increasingly relocating their drone and uncrewed boat testing to Spain and Canada, citing stringent regulatory requirements in the UK that hinder timely production. The current regulations, particularly those enforced by the Civil Aviation Authority (CAA) and the Maritime and Coastguard Agency (MCA), impose lengthy approval processes that can take up to six months, in stark contrast to the weeks required for similar approvals abroad. This situation has raised concerns about the UK's ability to maintain military readiness and competitiveness in the global drone market amid rising threats, particularly from Russia.

Challenges Faced by British Companies

Matthew Ratsey, founder of Zero USV, criticized the MCA's latest workboat code as outdated and overly burdensome, stating that it fails to accommodate advancements in autonomous technology. He noted that the regulations were designed for a decade-old technological landscape, making it nearly impossible for companies to test their uncrewed vessels effectively in UK waters. Ratsey emphasized, “Software and hardware have moved on so much we would learn absolutely nothing by going half an hour out of Plymouth and round in circles.”

Oliver Thompson, director of engineering at Marine AI, echoed these sentiments, highlighting that their autonomous vessel, Oceanus12, can only be tested in a limited area off Plymouth, which does not meet the operational requirements for modern defense needs. He stated, “Our system can’t be tested in the UK with the higher level of functionality that is required for the rest of the market.”

The Impact of Bureaucracy on Innovation

The bureaucratic hurdles are forcing companies like MGI Engineering to divert their testing efforts overseas. CEO Mike Gascoyne revealed that his firm requires five staff members to dedicate six months to complete the necessary CAA paperwork for their Sky Shark kamikaze drones. Instead, they opted to test in Spain, where the approval process took only a couple of weeks. Gascoyne remarked, “We could go and test very rapidly in Spain but it would take us three to six months to get that authority to test something in the UK because of the amount of paperwork we have to do.”

Official Responses and Future Directions

In response to these challenges, a Ministry of Defence spokesman acknowledged the issues and stated that efforts are underway to improve access to testing facilities and create a more flexible regulatory approach for uncrewed systems. Meanwhile, a CAA representative defended the agency's procedures, asserting that they aim to enable the UK industry to develop safe and innovative drone technology.
