E-Waste: A Resource and a Crisis

India is facing a significant challenge with electronic waste (e-waste), which is now the fastest-growing waste stream globally. In 2023-24, India generated approximately 1.751 million tonnes of e-waste, reflecting a 72.54% increase since 2019-20. This figure represents over 16% of the total e-waste produced in Europe, which generated 10.7 million tonnes in 2022. Despite this, India recycles only about 43% of its e-waste, leaving around 990,000 tonnes unprocessed each year.

E-waste contains valuable critical raw materials (CRMs) such as gold, copper, and rare earth metals, which could be recovered and reused. However, improper disposal methods, including burning and acid leaching, pose severe environmental and health risks. The informal sector dominates e-waste processing in India, often lacking adequate safety measures.

Legislative Framework and Initiatives

The Indian government has introduced the E-Waste (Management) Rules, 2022, effective from April 1, 2023. These rules mandate Extended Producer Responsibility (EPR), holding manufacturers accountable for the collection and recycling of e-waste based on the quantity of products sold. Despite the increase in recycling rates, the challenge remains significant, with a substantial portion of e-waste still processed informally.

Recent initiatives, such as the establishment of an e-waste eco-park in Delhi and the Greater Noida Authority's scientific disposal initiative, aim to improve e-waste management. These projects focus on responsible recycling practices and public-private partnerships to enhance resource recovery.

The European Context and Lessons for India

A report by the FutuRAM consortium highlights that Europe could recover approximately 1 million tonnes of CRMs from e-waste annually by 2050 through improved collection and recycling practices. In 2022, Europe managed to recover about 400,000 tonnes of CRMs, but 46% of e-waste was not collected properly, leading to significant losses. This situation underscores the need for better infrastructure and public awareness regarding e-waste recycling.

Jessika Roswall, the EU Commissioner for Environment, emphasized the importance of changing mindsets towards e-waste, stating, “Recycling is both an environmental imperative and a geopolitical strategy.” This perspective could serve as a model for India, where public awareness and engagement are crucial for improving recycling rates.

Criticism and Challenges Ahead

Despite the legislative framework, critics argue that the implementation of e-waste management policies in India remains weak. The informal sector continues to dominate, and many consumers are unaware of the importance of recycling e-waste. Additionally, the lack of public information and incentives for proper disposal hampers progress.

Environmentalists warn that without significant changes in consumer behavior and industry practices, India risks facing an escalating e-waste crisis. The dual nature of e-waste as both a hazardous material and a valuable resource necessitates a comprehensive approach to management and recycling.
