The incident began shortly after 12:30 a.m. when Tampa Police Department (TPD) officers observed two vehicles racing on Hillsborough Avenue. Sampson's vehicle was tracked by TPD's air unit as it exited Interstate 275 at Doyle Carlton Drive. Despite attempts by the Florida Highway Patrol (FHP) to perform a precision immobilization technique (PIT maneuver) to stop the vehicle, the maneuver was unsuccessful. Officers subsequently disengaged as the vehicle sped toward 7th Avenue, where it ultimately lost control and crashed into the bar's patio.

Three victims died at the scene, while a fourth succumbed to injuries at a nearby hospital. Among the injured, one person remains in critical condition, and eight others are hospitalized in stable condition.
