Introduction of the Inclusive Insurtech Investment Fund
FSD Africa has announced the establishment of the Inclusive Insurtech Investment Fund (3iF), a pan-African venture capital initiative valued at $25 to $30 million. This fund was unveiled at the BimaLab Africa Insurtech Summit held in Nairobi on November 26-27, 2025. The primary objective of 3iF is to catalyze private investment in the insurance technology (insurtech) sector, accelerate innovation, and address the continent's significant insurance protection gap, which currently sees penetration rates below 3% in most African countries.
Addressing the Insurance Protection Gap
The urgency for this initiative is underscored by alarming statistics: approximately 80% of economic losses from natural disasters in Africa went uninsured in 2022, a significant increase from 58% in 2021. The fund aims to support early-stage startups that enhance insurance accessibility, affordability, and awareness, particularly in critical areas such as climate resilience, health, and financial inclusion for underserved populations. By leveraging technology-driven solutions, 3iF seeks to empower millions who remain vulnerable to financial shocks.
Structure and Goals of the Fund
The Inclusive Insurtech Investment Fund will adopt a blended finance model, combining junior equity from catalytic investors, anchored by FSD Africa Investments, with senior equity from commercial and strategic investors led by Zep Re. Expected to launch in January 2026, the fund will provide growth capital to successful graduates of the BimaLab Accelerator Programme, which has already supported over 135 startups across 28 countries since its inception in July 2020.
Kelvin Massingham, Director for Adaptation and Resilience at FSD Africa, emphasized the fund's potential, stating, “The launch of the 3i Fund opens an exciting new chapter for insurance innovation in Africa. By investing in the next generation of insurtech pioneers, we are unlocking opportunities to expand access, affordability, and resilience for millions across the continent.”
Regulatory Support and Toolkit Launch
In conjunction with the fund, a new Regulatory Sandbox Eligibility Assessment Toolkit was introduced at the summit. This toolkit is designed to assist African insurance regulators in evaluating the potential impact of emerging insurtech innovations. Godfrey Kiptum, CEO of the Insurance Regulatory Authority in Kenya, remarked on the toolkit's significance, noting that it will be an invaluable resource for regulators across the continent, helping to build a more resilient and inclusive insurance ecosystem.
