Guangdong's Ambitious Economic Growth Target for 2035

12/10/2025, 6:41:39 AM

Economic Goals and Projections

Guangdong, recognized as China’s largest provincial economy, has set an ambitious goal to double its gross domestic product (GDP) by 2035, aligning with the central government's vision of transforming China into a medium-level developed country by that year. According to the five-year plan proposals released by provincial authorities, Guangdong's GDP, which stood at approximately 13 trillion yuan (US$1.84 trillion) in 2022, is targeted to reach around 26 trillion yuan by 2035. This projection would position Guangdong as the world’s seventh-largest economy, surpassing France and trailing the United Kingdom.

To achieve this goal, Guangdong must maintain an average annual growth rate exceeding 5% over the next decade, a significant increase from its current growth pace. The provincial government emphasizes that technological innovation and the development of emerging industries will be pivotal in driving this growth.

Challenges Ahead

Despite the ambitious targets, analysts and local entrepreneurs express concerns regarding the feasibility of these goals. Structural challenges, including a decline in real estate investment, the relocation of manufacturing industries outside of China, and an increase in vacant factory and office spaces, pose significant obstacles. Peng Peng, executive chairman of the Guangdong Society of Reform, a think tank associated with the provincial government, noted that existing solutions to these challenges are limited.

Official Statements & Responses

In their proposals, provincial authorities stated, “Looking ahead, from the 20th National Congress of the Communist Party (in 2022) to 2035, Guangdong aims to achieve socialist modernization and build a modern, new Guangdong within 13 years.” This statement underscores the provincial government's commitment to economic growth and modernization.

Criticism & Opposition

Critics argue that the ambitious economic targets may not be realistic given the current economic climate. Concerns about declining investment in key sectors and the shifting landscape of manufacturing raise questions about the sustainability of growth in Guangdong. Local entrepreneurs have voiced that without addressing these structural issues, the goal of doubling the GDP may remain out of reach.

What's Next

As Guangdong moves forward with its economic plans, the provincial government will need to implement strategies that address the identified challenges. This includes fostering an environment conducive to technological innovation and attracting investment back into the region. The effectiveness of these strategies will be crucial in determining whether Guangdong can meet its ambitious economic targets by 2035.
