He previously served as the deputy director of SLAC National Accelerator Laboratory at Stanford University from 2014 to 2022, where he oversaw significant projects, including the Linac Coherent Light Source upgrade, valued at over $2 billion. His career also includes leadership roles at the International Thermonuclear Experimental Reactor (ITER) in France and Oak Ridge National Laboratory’s Spallation Neutron Source. Holtkamp has a Ph.D. in physics from the Technical University in Darmstadt, Germany, and has previously worked at Fermilab from 1998 to 2001, where he contributed to the commissioning of the Main Injector, the lab's most powerful particle accelerator.

In his new position, Holtkamp aims to continue Fermilab's modernization efforts and advance the Long-Baseline Neutrino Facility for the Deep Underground Neutrino Experiment (LBNF/DUNE), which is the largest experiment in the lab's history.
