Army Manages Flood

The Army Corps of Engineers took emergency control of Ross Dam and Upper Baker Dam to lower Skagit River flood levels.
Ross Dam retained 99% of incoming water.
The operation reduced the river's peak height by 4 to 5 feet from an estimated 37 feet.
The Corps said that without this intervention flooding in Concrete and Mount Vernon could have been significantly worse.
Nevertheless, flood levels still reached record levels.
