Extended Operating Hours for Border Checkpoints
In preparation for the New Year celebrations, Hong Kong authorities have announced extended operating hours for the Lo Wu and Shenzhen Bay checkpoints. The Lo Wu checkpoint will remain open until 2 AM on January 1, 2024, while the Shenzhen Bay checkpoint will operate overnight. This decision aims to manage the anticipated surge in cross-border passenger flow following the New Year countdown events. The Hong Kong Special Administrative Region (HKSAR) Government has coordinated with relevant departments in Guangdong Province and Shenzhen Municipality to facilitate these arrangements.
Increased Public Transport Services
To support the extended hours at the border checkpoints, the HKSAR Government will enhance public transport services. Special overnight bus routes NB2 and NB3 will operate to and from Yuen Long, Tin Shui Wai, and Tuen Mun during the late hours of December 31. Additionally, bus service N73 will connect passengers from Sheung Shui MTR station to the Lok Ma Chau public transport interchange after the Lo Wu checkpoint closes. The MTR East Rail Line will also extend its service, with the last train departing from Admiralty to Lo Wu at 12:56 AM.
Context of Increased Travel Demand
The decision to extend checkpoint hours comes in the wake of significant travel demand observed during the Christmas holiday. On Christmas Day, tens of thousands of Hongkongers experienced long wait times at the Hong Kong-Zhuhai-Macau Bridge, with reports indicating a 44% increase in the net outflow of people compared to the previous year. This surge in travel is attributed to the extended holiday period, which includes Christmas and Boxing Day.
Coordination and Contingency Plans
The HKSAR Government has established contingency plans to ensure smooth operations at the border control points (BCPs). An Inter-departmental Joint Command Centre will be activated from December 31 to January 4, 2024, to monitor real-time conditions at various BCPs. This center will include representatives from the Hong Kong Police Force, the Immigration Department, and the Customs and Excise Department, among others. The government has also minimized leave for frontline officers to allow for flexible manpower deployment during peak travel times.
Criticism and Opposition
While the extended hours and additional transport services aim to alleviate congestion, some critics have raised concerns about the potential for overcrowding and the effectiveness of the contingency measures. The Hong Kong Tourism Board has canceled its annual fireworks show due to safety concerns following a recent tragedy, which may impact public sentiment regarding large gatherings.

A government spokesman emphasized the importance of cooperation between Hong Kong and mainland authorities, stating, “The full support and co-ordination of the leaders and relevant departments of Guangdong Province and Shenzhen Municipality are crucial to the implementation of the special boundary-crossing arrangements.” The spokesman also assured that the government would closely monitor the situation and deploy manpower flexibly to ensure orderly operations at the BCPs.
