Surge in Duty-Free Sales Marks New Era for Hainan's Economy

A new customs scheme implemented in Hainan, China’s southern island province, has led to a significant increase in duty-free sales, particularly in the tourism hub of Sanya. From December 18 to 22, 2023, Sanya recorded over 535 million yuan (approximately US$71.25 million) in duty-free sales, marking a year-on-year increase of more than 50%. This surge has raised the city’s cumulative duty-free sales for the year to over 20 billion yuan, according to the Sanya Municipal Bureau of Commerce.

Analysts suggest that the importance of this policy extends beyond immediate sales figures. The real challenge for Hainan lies in diversifying its economy away from a heavy reliance on real estate. Li Yingtao, a partner at the Shanghai-based consulting firm MCR, stated, “Hainan has the potential to grow into a globally influential leisure destination, supported by strong policy incentives such as visa-free access and duty-free shopping, as well as solid physical infrastructure.”
