Bulgaria's Largest Benefits Fraud: Tsvetka Todorova's Return to Universal Credit

Tsvetka Todorova, a Bulgarian national, was part of a criminal conspiracy that executed the largest benefits fraud in the United Kingdom's history, stealing over £54 million from taxpayers. The group, which included Todorova and four co-conspirators, systematically exploited the welfare system by submitting thousands of false claims for Universal Credit over a four-and-a-half-year period. The UK authorities have managed to recover about £1 million from the gang but are pursuing an additional £1 million, a small fraction of the total amount stolen.
