Core Event: Accelerated Expansion into ASEAN Markets
A recent survey conducted by the Hong Kong Trade Development Council (HKTDC) and United Overseas Bank (UOB) reveals that 73% of enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) are accelerating their expansion into the ASEAN market. This strategic shift is primarily aimed at mitigating risks associated with international trade frictions and adapting to shifting global supply chains. The survey, which polled 600 companies from Hong Kong and five key GBA cities—Guangzhou, Shenzhen, Foshan, Dongguan, and Zhongshan—was conducted between July and August 2025.
Key Findings: Growth Strategies and Resource Allocation
The study highlights that 98% of GBA enterprises are either maintaining or expanding their operations in Southeast Asia, with a significant focus on countries like Vietnam, Indonesia, Thailand, Malaysia, and Singapore. Companies plan to allocate an average of 30% more resources to their ASEAN expansion, with Vietnam receiving the largest increase at 47%, followed by Indonesia at 37% and Thailand and Malaysia at 32% each. This reflects a growing commitment to driving sales growth and enhancing production and sourcing capabilities in these markets.
Challenges Faced by GBA Enterprises
Despite the momentum, GBA enterprises face notable challenges in their ASEAN expansion efforts. The most significant hurdle identified is the difficulty in finding suitable local partners, cited by 47% of respondents. Additionally, cultural and language barriers (46%) and sourcing specialist talent (40%) have become increasingly problematic, indicating a need for enhanced cross-border support and trusted advisors.
Commitment to Sustainability and ESG Initiatives
The survey also underscores a growing commitment among GBA enterprises to environmental, social, and governance (ESG) initiatives. Approximately 83% of respondents reported having green initiatives in place, with 96% planning to increase or maintain their ESG funding over the next two years. The average intended ESG funding has nearly doubled from HK$462,535 in 2024 to HK$874,771 in 2025, reflecting a heightened focus on sustainable business practices.
Hong Kong's Role as a Superconnector
Hong Kong's unique positioning as a "superconnector" is pivotal for GBA enterprises seeking to navigate the complexities of ASEAN markets. The city is rated 7.9 out of 10 for its connectivity with both GBA cities and the ASEAN bloc, and 8.8 out of 10 for its green services. Two-thirds of the enterprises accelerating their ASEAN development have leveraged Hong Kong's platform, which provides comprehensive trade, financial, and professional services essential for successful expansion.
Official Statements & Responses
Wing Chu, Deputy Director of HKTDC Research, stated, “With the shifting global supply chain landscape and tariff uncertainties, many GBA enterprises are accelerating their ASEAN engagement not merely as a means of risk diversification, but to capture new growth opportunities in fast-evolving markets.” Adaline Zheng, CEO of UOB Hong Kong, emphasized the importance of Hong Kong in amplifying growth momentum for GBA enterprises.
What's Next: Future Outlook
As GBA enterprises continue to adapt their strategies in response to global trade challenges, the focus on ASEAN markets is expected to intensify. The ongoing commitment to sustainability and the need for effective partnerships will play crucial roles in shaping the future of GBA businesses in the region.
