Ukrainian Public Opinion on Peace Negotiations and Security Guarantees

Recent polling indicates that a significant portion of the Ukrainian population is skeptical about the ongoing peace negotiations with Russia. A survey conducted in early January among 601 respondents in Ukrainian-controlled territories revealed that nearly 70% do not believe the current negotiations will result in a lasting peace. Additionally, 57% of respondents expressed concerns that Russia would launch further attacks if a ceasefire were established at the current front lines, even with security guarantees from allies.

Ukraine remains firm in its refusal to cede any territory in the eastern Donbas region, which includes the Donetsk and Luhansk areas. While Russia controls nearly all of Luhansk, Ukraine retains about 20% of Donetsk, which encompasses strategically important garrison towns and defensive positions. The Ukrainian government is under pressure from the United States to expedite a peace agreement, yet it insists on legally binding security guarantees to prevent future Russian aggression.

The survey results indicate a complex relationship between public sentiment and the proposed peace terms. Approximately 39% of respondents indicated they would reluctantly accept a peace deal that includes territorial concessions, but they expect substantial security guarantees in return. Anton Hrushetskyi, executive director of the Kyiv International Institute of Sociology (KIIS), noted that if the security guarantees offered are perceived as inadequate, support for such a proposal would likely diminish.

Despite the potential for security guarantees, public confidence in U.S. support remains divided. About 40% of respondents believe that the U.S. would not provide assistance in the event of a renewed Russian invasion, while 39% think it would. This uncertainty reflects broader concerns about the reliability of international commitments in the face of ongoing hostilities.

On the Russian side, there has been little indication of a willingness to reduce demands or engage constructively with the proposed 20-point peace framework that Ukraine and the U.S. are attempting to finalize. Instead, Russia has intensified its military operations, increasing air strikes that have severely damaged Ukraine's already compromised energy infrastructure, leaving millions without power and heating during winter.

The current landscape of public opinion in Ukraine reveals a deep-seated skepticism regarding peace negotiations with Russia, driven by fears of future aggression and a lack of trust in international security guarantees.
