Survivors of Wang Fuk Court Blaze Criticize Government Subsidy Process

2/4/2026, 11:42:45 PM

Overview of the Subsidy Distribution

Survivors of the Wang Fuk Court fire in Tai Po, Hong Kong, which resulted in 168 fatalities, have expressed strong dissatisfaction with the government's subsidy distribution process. The Urban Renewal Authority (URA) is facilitating the disbursement of funds under its "Operation Building Bright 2.0" (OBB 2.0) program, aimed at supporting homeowners whose buildings require inspection and repair. Eligible owners are set to receive subsidies of HK$40,000 (approximately US$5,119) or HK$50,000, depending on age, with distribution scheduled from February 7 to 14, 2023.

Criticism of Bureaucratic Processes

Survivors have labeled the arrangements as “insensitive and bureaucratic,” particularly criticizing the requirement to provide proof of legal heirship. Many survivors reported feeling blindsided by these demands, complicating an already difficult situation following the tragedy. The administrator, Hop On Management Company Limited, has outlined a rigid schedule for cheque collection, requiring owners to appear in person or authorize a representative to collect the funds.

Administrative Background

The Home and Youth Affairs Bureau (HYAB) appointed Hop On as the administrator for Wang Fuk Court after the Lands Tribunal dissolved the Management Committee of the Owners' Corporation. This decision was made under Section 31 of the Building Management Ordinance. Since then, Hop On has undertaken various administrative tasks, including updating bank account mandates and clarifying the legal responsibilities of the Owners' Corporation.

Distribution Logistics

To facilitate the distribution of subsidies, Hop On has established multiple collection points across Hong Kong, Kowloon, and the New Territories, particularly near transitional housing projects where many survivors currently reside. The collection schedule and locations will be made available on Hop On's website, and a dedicated team from the Home Affairs Department is providing support to ensure effective communication with residents.

Official Statements & Responses

The URA has stated that this streamlined approach, which allows for 100% of the subsidy to be issued directly to owners, deviates from its standard practice of releasing only 85% of funds initially. This change aims to expedite the financial assistance process for those affected by the fire.

Conflicting Reports & Gaps

While the government has outlined the subsidy amounts and distribution process, survivors' concerns about the bureaucratic requirements highlight a gap in understanding and communication. The emotional toll of the tragedy appears to be compounded by the logistical challenges presented by the subsidy process.
