Fetterman expressed optimism about the potential for Democrats to regain control of the House of Representatives and reduce the Republican majority in the Senate. He attributed this optimism to a prevailing "sense of chaos" in domestic politics, which he believes could favor Democratic candidates in battleground states such as North Carolina and Maine.

He referenced a Quinnipiac University poll indicating that only 18 percent of voters approved of congressional Democrats' performance, marking a record low since the poll's inception in 2009. In a notable departure from his Senate colleagues, Fetterman voted to advance a full-year funding package for the Department of Homeland Security, emphasizing the importance of maintaining critical services like those provided by the Transportation Security Administration and the Federal Emergency Management Agency. He argued that a government shutdown would not effectively address immigration enforcement, which is a primary concern for many Democrats. Fetterman stated, “If you really want health care, if you really want something, you know, there’s better ways to do this.”
