U.S. Lawmakers Push for VPN Funding to Aid Internet Access in Iran

U.S. lawmakers and agencies are advocating for the allocation of $10 million to the Open Technology Fund (OTF) to enhance access to virtual private networks (VPNs) and anticensorship technologies for Iranians. This initiative aims to enable approximately 25 million people in Iran to bypass government-imposed internet restrictions.

The demand for VPN services in Iran has surged dramatically, increasing from 7.5 million users to 25 million, as citizens seek to access uncensored information and communicate freely. The OTF, which finances programs designed to circumvent online censorship globally, has been struggling to meet this rising demand due to limited resources.

Laura Cunningham, president of the Open Technology Fund, has been vocal about the urgency of the situation, stating, “We need these funds yesterday.” She emphasized that without immediate financial support, the OTF may have to make difficult decisions regarding the continuation of services for millions of VPN users in Iran.

The U.S. State Department, alongside bipartisan support from U.S. senators, has been involved in discussions about the funding mechanism. The current process involves the State Department providing funds to the U.S. Agency for Global Media, which then allocates resources to the OTF. However, there appears to be a lack of consensus on how to expedite the transfer of funds, which typically takes one to two weeks.
