The Cebu Bus Rapid Transit System (CBRT) is poised to begin operations in March 2026, according to the Department of Transportation (DOTr) of the Philippines. Transportation Secretary Giovanni Lopez announced that the first package of the project has reached 97 percent completion, with only minor final inspections and adjustments remaining. Once operational, the CBRT is expected to accommodate approximately 34,000 passengers daily, providing a vital transit link from the Cebu South Bus Terminal to Fuente Osmeña Circle.
Delays and Funding Challenges
Originally scheduled for launch in late 2025, the CBRT faced multiple delays due to various calamities affecting Cebu from September to November. These setbacks have led to the withdrawal of the World Bank from funding the second and third packages of the CBRT. The loan for the first package is set to expire in September 2026, prompting the government to explore public-private partnerships (PPP) to finance the remaining phases of the project. Lopez emphasized the need to seek alternative funding avenues beyond government resources.
Broader Transportation Initiatives
In addition to the CBRT, Lopez highlighted several other significant transportation projects aimed at alleviating congestion and boosting the economy in Cebu province. These include the Metro Cebu Urban Mass Rapid Transit, which will feature a 67.5-kilometer railway connecting Danao City to Carcar City, along with a 25-kilometer line to the Mactan-Cebu International Airport (MCIA). The feasibility study for this railway project is anticipated to commence in October 2026.

However, he assured that the CBRT Package 1 will proceed without the Capitol Station.
