Overview of the Action Plan
On March 4, 2023, coinciding with World Obesity Day, the Hong Kong Special Administrative Region (HKSAR) Government unveiled its inaugural Action Plan on Weight Management. This initiative aims to reduce the proportion of overweight or obese adults in Hong Kong from the current 51.3% to below 50% within three years. The plan outlines over 40 measures, including the installation of weighing scales in government venues and the exploration of novel weight-loss injections for inclusion in the drug formulary.
Rising Obesity Rates
The prevalence of obesity in Hong Kong has escalated over the past two decades, increasing from 37.2% in 2004 to 51.3% in 2022. A 2022 study indicated that more than two-thirds of individuals who were overweight were unaware of their condition, with 40% having taken no action to manage their weight in the past year. Edwin Tsui Lok-kin, controller of the Centre for Health Protection, emphasized that raising awareness about obesity is crucial, as it is a significant risk factor for chronic illnesses and various cancers.
Key Objectives and Implementation
The Action Plan is structured around five key directions and aims to achieve 15 specific objectives. It promotes collaboration between Chinese and Western medicine and integrates health data through the "eHealth" platform. The implementation will occur over three years, with each year focusing on distinct themes: "Raise Awareness," "Positive Changes," and "Maintenance - Part of Life." The Department of Health (DH) has established an interdepartmental Weight Management Working Group to coordinate efforts across healthcare, education, and urban planning sectors.
Health Risks Associated with Obesity
Obesity is linked to numerous non-communicable diseases, including diabetes, hypertension, and certain cancers. Data from the Population Health Survey 2020-22 revealed that overweight individuals face significantly higher risks of developing type 2 diabetes and other comorbidities. The Action Plan aims to address these health risks through comprehensive public health strategies.
Community Engagement and Activities
To encourage public participation, the DH is launching the "10,000 Steps a Day" Campaign, which includes a regularized Walking Challenge starting on March 21. A carnival will also be held at the West Kowloon Cultural District to promote healthy lifestyles. The DH urges citizens to engage in community health activities and emphasizes the importance of workplace health promotion measures.
Criticism and Opposition
While the Action Plan has been generally well-received, some critics argue that the measures may not be sufficient to address the underlying societal factors contributing to obesity, such as food accessibility and lifestyle choices. There are calls for more robust policies that tackle these root causes.
