Romania Implements Stricter Gambling Regulations

Romania's government has enacted significant changes to its gambling regulations through an emergency decree, allowing municipalities to impose restrictions or outright bans on betting shops and slot machine halls. This marks the most substantial tightening of the gambling industry in Romania to date. Licensed operators are now required to obtain both a national permit and local authorization to establish a gambling venue, effectively granting mayors and local councils the authority to veto such establishments. Officials estimate that over 200 localities may pursue full bans on gambling venues.

The rapid expansion of Romania's gambling industry has resulted in tens of thousands of slot machines and betting outlets across the country, particularly in Bucharest. Previously, gambling halls were authorized at a national level without local input, leaving communities with little power to manage the proliferation of these venues near schools and residential areas. Diana Stoica, a member of the Romanian parliament from the Save Romania Union party, emphasized the new authority granted to local governments, stating, “From now on, local authorities can clearly say ‘yes’ or ‘no’.”

Mayor Mario De Mezzo of Slatina has committed to eliminating all gambling halls as existing licenses expire, labeling them as “toxic for society.” He cited the detrimental impact of gambling addiction on families and communities, noting a tragic incident involving a young man who took his own life after significant gambling losses. De Mezzo remarked, “We have seen the devastating effects these businesses have on people’s lives.”

The Romanian parliament is also considering additional restrictions on gambling, which include proposals to prohibit individuals under 21 from entering gambling halls, limit online gambling advertisements, cap losses to 10% of declared income, and restrict advertisements targeting children.
