Surge in Electricity Demand from AI Data Centres
In November 2023, the UK energy regulator Ofgem reported a significant increase in the queue for electricity connections, driven primarily by the rising demand from artificial intelligence (AI) data centres. The queue had surged past even the most ambitious forecasts, with a 460% increase in the first half of 2025. Ofgem cautioned that many projects in the queue were speculative, lacking necessary financing, planning permissions, or land rights, which could hinder genuine projects that promise local economic growth and job creation.
Government's Proposed Solutions
In response to the growing energy demands, the UK government is considering proposals that would allow "strategically important" projects, such as AI infrastructure, electric vehicle (EV) charging hubs, and industrial sites transitioning from fossil fuels, to skip the queue for electricity connections. This initiative aims to prioritize projects that promise the most economic development and job creation. Concurrently, Ofgem is exploring tighter regulations for new projects seeking to join the electricity connection queue.
Concerns from Housing Sector
The Home Builders Federation (HBF) has expressed concerns regarding the government's focus on energy-intensive data centres at the expense of housing developments. Steve Turner, executive director of HBF, criticized the regulatory and planning arrangements that favor data centres over energy-efficient homes, stating, "As we continue to face into a housing crisis, it is frustrating that regulatory, planning and policy arrangements effectively prioritise energy intensive data centres over energy efficient homes for families." Turner warned that failing to prioritize housing connections could effectively create a moratorium on new homes in areas with constrained electricity capacity.
Impact on Housing Developments
Local authorities, such as the London Assembly, have already noted the impact of electricity capacity constraints on housing projects. In December, the Planning and Regeneration committee reported delays in new housing developments in west London due to the electricity grid reaching its capacity. This situation underscores the urgent need for a balanced approach to energy allocation that considers both economic growth through data centres and the pressing housing crisis.
Future Projections for Data Centres
Currently, there are nearly 500 data centres across the UK, which account for approximately 2% of the country's electricity demand. However, projections indicate that the demand for electricity from these centres could increase by up to six-fold by 2050, driven by the expanding requirements of AI technologies. This anticipated growth raises further questions about the sustainability of energy supply and the prioritization of infrastructure projects in the face of competing needs.
