Progress in EU Integration Reforms

Ukraine has achieved an 84% implementation rate of the EU–Ukraine Association Agreement as of March 2025, reflecting significant advancements in aligning its legislation and policies with European Union standards. This marks an increase from 81% in 2024, as reported by the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration. The report highlights substantial reforms across various sectors, particularly in the financial sector, which improved by 8 percentage points to 82% overall implementation. Other notable advancements include social policy and labor relations at 87%, customs reforms at 96%, and agricultural alignment at 79%. Key state institutions have also shown progress, with the Cabinet of Ministers completing 81% of assigned measures.

Ukraine signed the EU–Ukraine Association Agreement in 2014, initiating a long-term process of legislative and economic integration. Following Russia's full-scale invasion, Ukraine formally applied for EU membership on February 28, 2022. The European Commission recommended granting Ukraine candidate status on June 17, 2022, which was officially approved by EU leaders on June 23, 2022.

Challenges to Accession

Despite these advancements, Ukraine faces significant hurdles in its EU accession journey. Some EU member states, particularly Germany, have expressed concerns that Ukraine's reforms must demonstrate irreversibility over a period of 10 to 20 years before the country can join the EU. Deputy Prime Minister Taras Kachka emphasized that Ukraine cannot afford such a lengthy wait, given the ongoing geopolitical threats posed by Russia. He noted that trust is a critical issue in the accession discussions, with some EU members demanding assurance that Ukraine's reforms will be sustainable.

Kachka pointed out that the situation is reminiscent of Romania and Bulgaria's accession in 2007, which included a Cooperation and Verification Mechanism (CVM) to monitor compliance with membership conditions. He argued that similar safeguard mechanisms could be a viable solution for Ukraine, allowing for a more immediate integration process while ensuring adherence to EU standards.

Ukrainian President Volodymyr Zelenskyy has articulated a goal of securing EU membership by 2027, asserting that Ukraine's integration would enhance Europe's security and economic resilience. Meanwhile, Kachka has reiterated the urgency of Ukraine's situation, stating, “We do not have 20 years to wait for everything to ‘settle.’ Maybe I’m exaggerating about 20 years – even 10 years would be an eternity for us.”

However, progress is currently hindered by Hungary's blockage of the “Fundamentals” negotiation cluster, a critical component for advancing formal accession talks.
