Non-Local Students Face High Tuition Fees in Hong Kong's Semi-Private Schools

Non-local students seeking admission to Hong Kong's semi-private schools may face tuition fees of up to HK$350,000 (approximately US$44,680) per year. This fee structure follows the government's approval for 48 Direct Subsidy Scheme (DSS) schools to expand their capacity by admitting non-local students on a self-financing basis. The initiative is part of Chief Executive John Lee Ka-chiu's policy to facilitate pathways for these students to enter Hong Kong universities.

The Hong Kong DSS Schools Council is actively promoting this initiative, with plans for a four-day promotional trip to Bangkok, Thailand, and Kuala Lumpur, Malaysia. Dion Chen, vice-chairman of the DSS Schools Council, stated that the trip aims to directly engage with parents and students in these regions. He emphasized that this is the first of several promotional tours intended to attract non-local students.

Despite the promotional efforts, education consultant Ruth Benny has criticized the proposed fees as uncompetitive. She noted that the costs for DSS schools exceed those of premium British boarding schools in Malaysia and Thailand, which charge around HK$330,000 annually. Benny expressed concern that the new program may create a "third tier" in the educational market, positioned between the competitive local public system and the premium international schools. She suggested that while the program might appeal to Southeast Asian families, it is unlikely to draw students away from established international education options in their home countries.

The total annual expenditure for non-local students, including tuition, hostel fees, and living expenses, is estimated to be between HK$320,000 and HK$350,000. Notably, non-local students are ineligible for government subsidies. Among the 48 DSS schools, only eight offer on-campus hostel facilities, charging up to HK$8,000 per year. Other schools must partner with external hostel operators, which could add an additional HK$150,000 to HK$160,000 in accommodation costs.

DSS schools are expected to provide non-local curricula, such as the International Baccalaureate and international advanced levels. To maintain teaching quality, schools can divide larger classes into smaller groups, ensuring a more personalized educational experience. Chen reassured that class sizes would not exceed 45 students for secondary schools and 37 for primary schools, with smaller groups for instruction.
