A significant breakthrough occurred when investigators found an article about human remains that had washed ashore in 1999, just south of Bodega Bay. This led to the realization that Kinney had previously been identified as a John Doe in that earlier case. In 2003, a woman had contacted authorities regarding her father, who had last been seen on August 10, 1999, and investigators later confirmed that the remains found in 1999 belonged to him.
