Impact of Surging Oil Prices on Hong Kong's Laundry Sector

4/6/2026, 12:13:42 PM

Rising Costs and Operational Challenges

The laundry sector in Hong Kong is facing significant operational challenges due to surging oil prices, particularly the cost of industrial diesel, which has tripled in recent months. The price of industrial diesel, commonly referred to as "red diesel," escalated from approximately HK$6 (80 US cents) per litre in late February to as high as HK$17.50 in early April, marking an increase of over 190% within a short span. This dramatic rise has compelled some laundry operators to halt new orders and freeze hiring, as the increased fuel costs heavily impact their financial viability.

Industry Insights

Dragon Kong Yuen-lung, a representative from the Hong Kong Laundry Services Association, expressed concern over the unprecedented nature of these price hikes. He noted that in his two decades of experience, he had never witnessed such a drastic increase in fuel costs. Historically, during previous oil crises, such as the one triggered by the Russia-Ukraine war, industrial diesel prices did not rise as sharply. For instance, when international oil prices peaked at around US$143, the cost of industrial diesel was about HK$10.50 per litre. Currently, despite international oil prices being just over US$110, local diesel prices have soared to HK$17.50.

Kong highlighted that diesel expenses typically represented 10% to 20% of production costs for laundry businesses. However, with the recent price surge, this figure has escalated to as much as 60%, placing immense financial strain on operators who rely on diesel-powered boilers for high-temperature washing and sterilization, particularly for hospital linens and hotel laundry.

Criticism & Opposition

The laundry sector's predicament has drawn attention to the broader implications of rising fuel prices on small businesses in Hong Kong. Critics argue that the government should implement measures to mitigate the impact of these surging costs on essential services. There are calls for support mechanisms to help businesses adapt to the volatile fuel market, ensuring that they can continue to operate without compromising service quality.

Official Statements & Responses

In response to the crisis, industry representatives have urged the government to consider the challenges faced by the laundry sector and explore potential relief options. The Hong Kong Laundry Services Association has emphasized the need for dialogue with policymakers to address the escalating costs and their effects on employment and service delivery.

What's Next

As the situation evolves, stakeholders in the laundry sector are closely monitoring fuel price trends and their implications for operational sustainability. The industry is advocating for immediate discussions with government officials to explore solutions that could alleviate the financial burden on laundry businesses and ensure their continued viability in the face of rising costs.
