After the September 11 2001 attacks, NATO’s North Atlantic Council unanimously invoked Article 5—the alliance’s only use of collective defence—through resolutions from 12 September to 2 October and launched Operation Eagle Assist (830 crew, 360 sorties) and the Mediterranean-focused Active Endeavour. That precedent now underpins the EU’s draft Article 42.7 mutual-assistance plan following the Iranian-made drone strike on RAF Akrotiri.
