Historical Context

Iraq’s 1984 attacks on Iranian oil terminals sparked the Tanker War, leading Iran to strike Kuwaiti tankers carrying Iraqi oil. Kuwait’s 1986 request prompted the Reagan administration to re-flag its ships and begin Operation Earnest Will (24 July 1987–26 Sept 1988), the largest Gulf convoy since WWII. The escort mission, which included the 290-passenger loss of Iran Air Flight 655, pressured Iran into the July 1988 cease-fire ending the eight-year war.
