Historical Context

After the November 4 1979 seizure of 66 U.S. diplomats in Tehran—52 held until January 20 1981—President Carter issued Executive Order 12170, freezing about $8 billion of Iranian assets. Congress later passed the International Emergency Economic Powers Act, cementing asset-freeze tools. In 2024 the U.S. used the same mechanism, sanctioning a China-based refinery and freezing $344 million in cryptocurrency to pressure Iran.
