In 1993 President Bill Clinton signed the Customs Modernization Act, formally Title VI of the NAFTA Implementation Act, which overhauled the Tariff Act of 1930 and introduced the National Customs Automation Program, informed-compliance and shared-responsibility concepts. The reform, called the most sweeping since the Customs Service’s 1789 creation, laid the groundwork for today’s CBP refund portal for importers.
