Historical Context

On 7 June 1981 Israel’s air force bombed Iraq’s Osirak reactor, an unfinished French-built plant purchased in 1976, using eight F-16s escorted by F-15s. The strike, justified by Prime Minister Menachem Begin as self-defence, created the “Begin Doctrine” that pre-emptive attacks are permissible.
