Historical Context

In 1903, backed by the United States, Panama broke from Colombia and signed the Hay-Bunau-Varilla Treaty, granting the U.S. control of the canal zone. The 1977 Torrijos-Carter Treaties set the handover, and on 31 December 1999 the Panama Canal Authority assumed management, delivering about $3 billion a year in toll revenue. Today, the precedent of sovereign control fuels China’s CK Hutchison’s $2 billion arbitration over Panama-flagged vessels.
