Historical Context

After the September 11 attacks, Congress passed the Homeland Security Act, signed by President George W. Bush on November 25 2002, creating the Department of Homeland Security and merging 22 agencies. The department began operations on March 1 2003, the reorganization since 1947. Today, House Republicans led by Speaker Mike Johnson used a voice vote to pass a DHS bill that omits ICE and Border Patrol, recalling Newt Gingrich’s 1995 budget clash.
