- European Commission signed a memorandum of understanding with Ukraine for €8.35 billion, part of a €90 billion loan.
- The agreement mandates fiscal reforms and earmarks €45 billion for 2026—€28.3 billion for military, €16.7 billion for general-budget support, while the EU will buy €5.9 billion of drones and repay the loan with Russian reparations.
- The first €3.2 billion tranche will be paid in June 2026 after the Verkhovna Rada ratifies the deal.
