Historical Context

The Voting Rights Act of 1965, signed by President Lyndon B. Johnson on August 6, 1965, prohibited racial voting discrimination and required Alabama to obtain preclearance for redistricting. After Supreme Court nullified preclearance in Shelby County v. Holder (2013), a 2014 appeal by Alabama Legislative Black Caucus and August 11, 2024 primary announced by Governor Kay Ivey and Secretary Wes Allen restore a map that eliminates a majority-Black district.
