Historical Context

In 2017 the League of Women Voters of Pennsylvania sued over a Republican-drawn map, and the Pennsylvania Supreme Court declared the 2011 map unconstitutional on Jan 22 2018. By Feb 19 2018 the court issued a new 18-district plan that added eighteen majority-Black districts, raising the Black-voter share from about 12 % to 15 % statewide. The overhaul set the stage for today’s competitive 3rd-District primary.
