On May 21, the U.S. State Department approved a potential $108.1 million foreign-military-sale to Ukraine. The package will provide mast-mounted trailer systems, major-modification, repair-and-return services, spare parts, consumables and technical, software and engineering support for the FrankenSAM-upgraded MIM-23 HAWK medium-range surface-to-air missile system. Sierra Nevada Corporation of Englewood, Colorado, is the primary contractor; congressional approval is still required.

Ukraine first received HAWK batteries in late 2022 under a $400 million U.S. security-assistance package. Follow-on U.S. programs added a $138 million sustainment effort in 2024 and a potential $172 million Phase III sale in 2025. By the end of 2025, Washington had supplied over $66 billion in defense articles and services—including Patriot, NASAMS, HIMARS, Abrams tanks and ATACMS—to bolster Kyiv’s layered air-defense against Russian missile and drone attacks.
