Historical Context

Congress enacted the Illegal Immigration Reform and Immigrant Responsibility Act in 1996, effective April 1 1997, imposing mandatory detention and bond limits for most non-citizens. The law created U.S. Immigration and Customs Enforcement in 2003, authorizing administrative warrants.
