In April 1997 the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA), signed by President Bill Clinton, created expedited removal and broadened removal authority for all aliens. The law spurred deportations to rise from about 50,000 in the early 1990s to over 200,000 by the early 2000s, a pattern reflected today in ICE’s expanded flight program that now removes migrants to dozens of countries.
