Senate Hearing on Afrikaner Refugee Preference

Senator Marco Rubio told the Senate Foreign Relations Committee on Tuesday that the United States is offering a privileged immigration pathway to white South Africans because they have a “high likelihood of rapid assimilation.” The comment responded to Rep. Grace Meng’s question about the Trump administration’s increase of the refugee cap for Afrikaner asylum seekers.

The Trump administration raised the refugee cap for Afrikaner applicants from 7,500 to 17,500, citing alleged racial persecution—a claim disputed by the South African government. It also limited refugee admissions from Afghanistan, Syria and Sudan; about 1,100 Afghan allies remain stranded in Qatar, and over 150 service members’ families qualify for resettlement. Dozens of white South Africans arrived at Washington-Dulles on 12 May 2025.

Rubio argued that admitting people who can “quickly assimilate into society and be successful” serves the national interest. Meng countered that the U.S. should “keep its promise” to vetted Afghan allies who have integrated and pay taxes. The administration frames the Afrikaner program as a humanitarian response while exploring relocation of Afghan allies to the Democratic Republic of Congo.

Kari J. Winter said Rubio’s remarks “clearly echo the dog whistles on immigration from Donald Trump.” Ernesto Castañeda linked the Afrikaner preference to Trump rhetoric about “white genocide” and “great replacement.” Tim Kaine noted that no comparable special refugee program exists for other African nationals.
