Historical Context

In December 2013 Ebola emerged in Guinea and spread to Liberia and Sierra Leone, prompting the WHO to declare a Public Health Emergency of International Concern on 8 August 2014. The outbreak killed 11,310 people and exposed funding gaps, leading the UN Security Council in September 2014 to call it a threat to peace.
