Historical Context

In March 2011 NATO launched Operation Unified Protector, enforcing UN Resolution 1973 and killing Muammar Gaddafi, which plunged Libya into instability. The UN later reported that by 2014 the Interior Ministry’s prisons held more than 30,000 detainees, a legacy of post-Gaddafi detention crises. In May 2026 activist Filippo Colombo appealed to the Interior Ministry for release of detained Flotilla activists in Sirte and began a hunger strike.
