Historical Context

The 1978 Foreign Intelligence Surveillance Act, born from the Church Committee, created the secret FISA Court, which has denied only 12 of 33,942 warrant requests (0.03%). In 2008 the Senate extended Section 702, allowing bulk foreign-targeted surveillance. Now, after Democrats and Republicans including Susan Collins and John Thune rejected nominee Bill Pulte, the 2026 renewal lapses, leaving intelligence agencies without authority.
