On 21 October 1994 the United States and North Korea signed the Agreed Framework in Geneva, freezing Yongbyon’s plutonium reactors and promising 500,000 tons of U.S. heavy fuel oil and two light-water plants to be built by KEDO. Congressional opposition and delays stalled the reactors, and the pact effectively collapsed by 2003, leaving the peninsula vulnerable to today’s missile expansion.
