Historical Context

In 1999 Germany, under Chancellor Gerhard Schröder and Defence Minister Rudolf Scharping, halted a €1.2 billion Leopard-tank sale to Yugoslavia during the NATO Kosovo campaign, citing public opposition and budget limits. Bulgaria repeated the stance in 2024 when Defence Minister Dimitar Stoyanov refused further weapons for Ukraine, mirroring Germany’s caution and the NATO debate that only 14 Leopard 2 tanks were finally approved for Ukraine in January 2023.
