History

Historical Context

The JKLF, founded by Amanullah Khan, launched an armed insurgency in Indian-administered Kashmir in July 1988 after the disputed 1987 state election. Following the December 1989 kidnapping of Home Minister Mufti Sayeed’s daughter, the V. P. Singh government imposed Governor’s rule and, in January 1990, arrested hundreds under anti-terror measures, while Pakistan’s ISI began shifting support to Islamist groups such as Hizbul Mujahideen.
