Historical Context

On 25 February 1994 Israeli physician Baruch Goldstein opened fire in Hebron’s Cave of the Patriarchs, killing 29 worshippers and wounding 125 before survivors beat him to death. Prime Minister Yitzhak Rabin condemned the act, the Kach party was outlawed, and UN Security Council resolution 904 (18 March 1994) demanded protection for Palestinians, prompting the short-lived TIPH observer mission.
