In July 2014 the United States and EU froze assets of over 300 Russian vessels and barred Rosneft and Sovcomflot after Crimea’s annexation. The sanctions spurred a “shadow fleet” of re-flagged tankers to evade controls. In 2024 UK Justice Minister Starmer ordered raids on a Russian tanker and extended sanctions to those shadow-fleet networks, tightening pressure on Russia’s oil logistics.
