Historical Context

In November 2012 Colorado voters approved Amendment 64, and Governor John Hickenlooper added it to the state constitution on December 10, 2012. The amendment enabled the first legal retail stores on January 1, 2014, and by 2017 176 of 272 municipalities had chosen to ban outlets. Virginia’s 2027 retail program copies Colorado’s model, adopting similar caps and tax rates to fund education.
