New Regulation on BPA in Food Contact Materials
From 1 July 2026 the European Union will prohibit the placement of bisphenol A (BPA) in any food-contact product sold in the bloc. The restriction covers single-use wrappers, plastic water bottles, lunch boxes, kitchenware and the interior epoxy-resin coatings of metal cans that prevent corrosion. BPA is a monomer used to produce polycarbonate plastics and epoxy resins, both of which have historically been employed in food-packaging applications.
Health Concerns Driving the Ban
The European Food Safety Authority (EFSA) identifies BPA as an endocrine-disrupting chemical that can mimic estrogen. EFSA’s assessment links BPA exposure to altered immune mechanisms that may trigger asthma and autoimmune disease, as well as increased risks of cardiovascular disease, diabetes, obesity, reduced fertility, altered puberty timing, and certain cancers. These health concerns underpin the EU’s decision to tighten controls on the chemical.
Scope, Exceptions, and Transition Periods
The ban applies to all newly placed food-packaging items, but the legislation retains two notable carve-outs. First, products already in stock may continue to be sold until inventories are exhausted, a measure intended to limit food waste. Second, a transition period extends to 2028 for cans that require BPA-based linings to contain acidic foods where suitable alternatives are not yet available. The EU does not mandate labeling of BPA-coated products, and “BPA-free” labels do not guarantee the absence of other bisphenols such as BPF or BPS.
Exposure Data and Market Size
According to Germany’s environmental NGO BUND, German manufacturers sell an average of 410,000 metric tons of BPA-containing products each year. The European Environment Agency (EEA) detected BPA in the urine of 92 % of adult participants across 11 European countries, while a U.S. health-agency survey (2003-2004) found BPA traces in 93 % of more than 2,500 individuals. The United States has no nationwide ban on BPA in food packaging, though it prohibited BPA in baby bottles (2012) and infant-formula packaging (2013) and requires warning labels on high-BPA products in California. EFSA has lowered the tolerable daily intake (TDI) from 4 µg to 0.2 ng per kilogram of body weight, a level it deems safe over a lifetime.

EFSA’s revised TDI reflects a precautionary stance on long-term exposure. EU officials describe the 2026 ban as “the strictest in the world to date,” emphasizing the bloc’s commitment to reducing dietary BPA intake.

Industry observers note that the ban’s exceptions and the lack of mandatory BPA-coating disclosures could limit its effectiveness. Consumer-rights groups warn that the continued use of alternative bisphenols (BPF, BPS) may sustain endocrine-disrupting risks, while the extended transition for certain cans may prolong population exposure.
Conflicting Regulations and Information Gaps
A clear divergence exists between EU and U.S. policy: the EU bans BPA in all food packaging, whereas the United States restricts the chemical only in specific infant products and relies on state-level measures for thermal paper. Data on the health impacts of BPF, BPS, and other analogues remain limited, and research on whether a fiber-rich diet mitigates BPA absorption has not yet been conducted.
Future Outlook
The EU’s transition window runs until 2028 for BPA-lined acidic-food cans, after which full compliance is expected. Authorities suggest consumers reduce exposure by preferring glass jars, stainless-steel utensils, and cold tap water, and by avoiding heating food in cans. Ongoing monitoring of BPA alternatives may inform further regulatory steps beyond 2028.
