On 4 February 1915 the German Imperial Navy declared a war zone around the British Isles, abandoning cruiser rules and permitting unrestricted submarine attacks. Three months later, on 7 May 1915, U-20 under Kapitänleutnant Walther Schwieger torpedoed the British liner RMS Lusitania, killing about 1,197 passengers and sinking 173 tons of declared war material.
