Historical Context

Following the 1991 Somali civil war and famine, the UN passed Resolution 794 in December 1992, launching the US-led UNITAF (Operation Restore Hope) with roughly 37,000 troops, which later became UNOSOM II, a multinational force of over 22,000 troops from 27 nations. The 2026 Security Council Resolution 2823, co-authored by Pakistan and Denmark and supported by France, reinstates accountability mechanisms after recent peacekeeper deaths in Lebanon.
